Step-by-Step Process
Fill Form 2 Online on Sarathi/Parivahan
Go to parivahan.gov.in > 'Driving Licence Related Services', choose your state RTO, and fill Form 2 (application for learner's licence) with personal and vehicle-class details.
Upload Documents and Pay Fee
Upload scanned age proof, address proof, and photo/signature, then pay the LL fee online via net banking, UPI, or card.
Book a Slot for the Online Learner's Test
In most states you can take the learner's test online from home via webcam, or book a slot at the RTO; the test has 10-15 MCQs on traffic signs and rules.
Take the Test and Get Instant Result
Attempt the test at your booked slot; a score of 60% (usually 6/10 correct) is required to pass, and the result is shown immediately on screen.
Download Your e-Learner's Licence
After passing, the LL is generated instantly - download the e-LL PDF from the portal; it is valid for 6 months, during which you must practice and apply for the permanent DL.
Pro Tips & Warnings
- Practice on mock tests available on the Parivahan/Sarathi site or state transport apps before attempting the real online test - the questions are drawn from a similar pool.
- Your learner's licence is valid for 6 months; you must wait at least 30 days after getting it before you can appear for the permanent DL skill test.
- If a video-based online test isn't available in your state yet, you'll be asked to visit the RTO in person on your slot date with original documents.
