Permanent Driving License
Apply for a permanent Driving Licence (DL) online via the Sarathi/Parivahan portal after holding a Learner's Licence for at least 30 days, then appear for the in-person driving skill test at your RTO.

Step-by-Step Process
Fill Form 4 Online
On parivahan.gov.in, select 'Apply for Driving Licence' and fill Form 4 using your learner's licence number and Aadhaar for auto-filled details.
Book the Driving Skill Test Slot
Choose an available date and time for the driving test at your RTO's designated test track, and pay the DL fee online.
Appear for the Driving Skill Test
Report to the RTO test track on your slot with your original LL and ID; you'll drive through an 'H' or '8' shaped track (and reverse for 2-wheelers/cars) which is often camera-monitored.
Get the Result and DL Dispatch Status
The test result is typically shown the same day; on passing, your DL application moves to printing/dispatch and status can be tracked on the portal using your application number.
Receive DL by Post or Download Digilocker Copy
The physical smart-card DL is couriered to your registered address in 15-30 days; a valid e-DL/Digilocker copy is usually available for immediate use much sooner.
Pro Tips & Warnings
- You cannot appear for the DL skill test before 30 days from your LL issue date, and the LL is invalid if it has already expired (6 months) - plan your test date accordingly.
- Practice the 'H' and figure-of-8 track patterns beforehand at a local ground; touching the boundary cones is a common reason for failing.
- If you fail the skill test, you can usually re-book after 7 days by paying the test fee again - there's no limit on retakes within the LL validity.
