Transfer ownership of a vehicle's Registration Certificate (RC) via the Vahan/Parivahan portal using Form 29 and Form 30, with an additional NOC needed if the vehicle is moving to another state.

Step-by-Step Process
Submit Form 29 (Notice of Transfer)
Both buyer and seller log in to parivahan.gov.in/Vahan and jointly submit Form 29 within 14 days of the sale to notify the RTO of the ownership change.
Apply Form 30 for Transfer of Ownership
File Form 30 (application for transfer of ownership) online with details of both parties, along with scanned RC, insurance, and PUC copies.
Get Seller's NOC if Changing RTO Jurisdiction
If the vehicle is being registered under a different state or RTO, obtain a 'No Objection Certificate' (Form 28) from the original RTO before the transfer can be completed.
Pay Transfer Fee and Verification
Pay the applicable transfer fee online; the RTO verifies the application, and for some cases physical vehicle inspection or in-person visit may be required.
Download Updated RC
Once approved, the RC reflecting the new owner's name is dispatched by post, and a digital copy is available via the Vahan portal or DigiLocker.
Pro Tips & Warnings
- Complete Form 29 within 14 days of sale and Form 30 within 30 days - delayed submissions can attract penalties and complicate insurance claims if an accident occurs in between.
- Always clear any pending traffic challans on the vehicle before initiating a transfer, as unpaid e-challans can block the application at the RTO's end.
- If moving the vehicle to another state permanently, you'll also need to pay road tax again in the new state and may need to re-register with a new number after obtaining NOC.
